It varied. I unlocked all the characters pre patch, some acted like lvl 1 cpus while others kicked my ass. I don''t know about post patch, but the notes did say they adjusted them, and I''ve heard stories that they are all around easier now, so they probably just made it that they dont go up that high in level anymore
